IN A SPEECH DELIVERED ON HIS BEHALF AT THE MWL CONSTITUTIONAL COUNCIL'S MEETING. THE CUSTODIAN OF THE TWO HOLY MOSQUES: THE KINGDOM IS FOLLOWING ALL FORMS OF ASSAULTS ON ISLAM AND IT IS IMPERATIVE TO RETURN TO THE MUSLIM UNITY. THE FINAL RECOMMENDATIONS AND RESOLUTIONS OF THE SESSION AND THE CALL OF KING ABDULLAH IN THE ISLAMIC EXTRAORDINARY SUMMIT IN MAKKAH TO UNITE MUSLIM RANKS. THE SESSION CALLS FOR FACING CAMPAIGNS AGAINST ISLAM BY EMPHASIZING THE REAL IMAGE AND STRENGTH OF ISLAM. THE CONSULTATIVE COUNCIL WARNS THE WORLD COMMUNITY FROM THE DANGERS OF ISRAEL'S ARSENAL OF NUCLEAR WEAPONS. Members of the constituent council of Makkah-based Muslim World League (MWL) held a meeting under the chairmanship of Sheikh Abdul Aziz bin Abdullah Al-Al-Sheikh, the General Mufti of the Kingdom of Saudi Arabia. They reviewed a number of topics including the proposals submitted by the Islamic Affairs Committee on means of confronting the current challenges facing the Muslim nation. The 39th session of the constituent council of the Muslim World League (MWL) ended its deliberations. The meeting, patronized by the Custodian of the Two Holy Mosques King Abdullah Bin Abdul Aziz, approved a number of proposals and recommendations submitted by the concerned sub-committees. Following is the final statement of the Thirty-ninth session of the Constituent Assembly of the Muslim World League, which was held in Makkah Al Mukkaramah under the patronage of the Custodian of the Two Holy Mosques, King Abdullah Bin Abdul Aziz Al Saud, between 22-24 Shawwal 1427 AH 14-16 November, 2006 In the name of God the Merciful Praise be to God, Lord of the Worlds, peace and prayers be on the seal of the Prophets and messengers, our Prophet Mohammed Bin Abdullah, his family, his friends and his followers until the day of judgment. With the help of God Almighty, the Thirty-ninth session of the Constituent Assembly of the Muslim World League was held in Makkah Al Mukkaramah, under the patronage of the Custodian of the Two Holy Mosques King Abdullah Bin Abdul-Aziz Al Saud, may God protect him - on 22-24 Shawwal 1427 AH 14-November 16, 2006. The Custodian of the Two Holy Mosques addressed the attendance at the opening session stressing the position of the Kingdom of Saudi Arabia towards the just causes of the Islamic nation, He pointed out that the policy of the Kingdom is based on the work to unite Muslims, and unite their ranks on the bases of the Book of God and the Sunna of the Prophet Peace Be Upon Him. The King confirmed the consistent support of the Kingdom to the Muslims just cause and the defence of their legitimate rights. The King endorsed the importance of following the rules of God the Almighty to build attitudes and behaviours. The Custodian of the Two Holy Mosques stressed the importance of the Islamic collective vision which should take into account the interests of the whole nation. King Abdullah Bin Abdul-Aziz stressed that Muslims should exert efforts, and narrow the differences with them. He talked about the feelings of loyalty and jealousy of the Muslim peoples against assault on Islam, the deliberate distortion of its image, the provocation of the feelings of its followers. The Custodian of the Two Holy Mosques asked the nation to face this challenge through Islamic unity, and adherence to the rules of God the Almighty. The Council members commended the speech delivered on behalf of the Custodian of the Two Holy Mosques by Sheikh Saleh Bin Abdul Aziz Bin Muhammad Bin Ibrahim Al-Sheikh, Minister of Islamic Affairs, Endowments, Call and Guidance in the Kingdom and viewed the speech as a document of the session. Also speaking at the opening session, were Sheikh Abdul Aziz Bin Abdullah Al Al-Sheikh, President of the Council, Dr. Abdullah Bin Abdul Mohsen Al- Turki, the Secretary-General of the Muslim World League, Professor Ismail Sharif, Secretary-General of the World Muslim Organization for Call and Relief and member of the Constituent Council who spoke on behalf of members of the Council, presenting a number of issues necessary for the Islamic work and the Muslim visions to address the challenges facing Muslims. He called on speakers to reflect on: 1. A series of international events that brought transformations in relations with all that is Islamic and its impact on Islam and Muslims. 2. Muslims awareness and the understanding of the issues and problems of their nation, thus reducing the differences amongst them. 3. The increase of the campaign against Islam after its spread in the world, and the emergence of the desire of the people to know more about the religion which predicts a bright future for the religion. 4. The nation's need to defend the religion and Muslim people and to reform its situations with plans formed by its sons on constructive bases that would defeat dispersion. The Council held meetings under the chairmanship of Sheikh Abdul Aziz Bin Abdullah Al Al-Sheikh, the Grand Mufti of the Kingdom of Saudi Arabia. The meeting started with a procedural session in which a resolution was adopted unanimously to renew the period of service of Dr. Abdullah Bin Abdul Mohsen Al-Turki, as Secretary-general of the MWL, for five years, highlighting the distinguished efforts he exerted during his lifetime in the service of Islam. Members of the Council thanked the League for its continuous efforts in the service of Islam and Muslims and for its implementation of the purposes for which the MWL was created. Then the Council discussed topics on the agenda and reviewed the situation of the Muslim nation in the face of the international reality and noted the dispersion of Islamic efforts, and the result of that reflected in the challenges, strife and many problems, which require the combined efforts of Muslims and their cooperation in solving the problems and face the challenges. Having completed the discussion of the issues on the agenda of the session the Council issued the following First : The Unity Of The Islamic Nation. As the Constituent Council notes the continued threats facing the nation, and the gathering of the enemies, especially Israel, against it, it calls for serious action to reform the Muslim nation, strengthen its unity, prepare itself to defend itself and hold joint security agreements between Muslim countries to protect them from such dangers. In this regard, the Council stressed the decisions and recommendations issued at the conclusion of the first World Forum of Muslim Scholars and Intellectuals held by MWL in the month of Rabei Al-Awal of this year under the title: (The Unity of the Islamic nation) which focused on calls for reform in the Islamic world in particular the call of the Custodian of the Two Holy Mosques, King Abdullah Bin Abdul Aziz Al Saud in the extraordinary Islamic Summit Conference held in Makkah Al Mukaramah, in Zul-Qaeda 1426AH which seek to unify the ranks of Muslims and work hard to reform their affairs. The Council called on the Muslim World League to follow up the decisions and recommendations of this forum and to cooperate with official and popular Islamic organizations to achieve them. Second : Defence Of Islam And The Prophet Peace Be Upon Him. The Council reviewed the campaigns targeting Islam and Muslims, and stressed the following: 1) To emphasise the call of the Media Forum, held in the Muslim World League recently on the Muslim media to confront the lies and fabrications with the aim to rectify the image of Islam and correct the misinformation promoted by the enemies against the religion of God and His Prophet PBUH and concentrate its work on facing these lies through the different media channels. 2) To call on Muslim countries through the Organization of the Islamic Conference to put pressure on international bodies to enact international laws criminalizing those who address abuse or humiliation to God, His Prophets, His messengers and books under any guise. 3) To Invite popular and official institutions, to carry out their duty to defend Islam and to respond to attacks launched by the enemies of the religion, through the issuance of statements and the establishment of many of the cultural events, symposia and conferences as well as organizing campaigns to acquaint people with Islam, as well as the publication of the Prophet's biography. 4) The need for the Islamic message to focus on highlighting the Islamic realistic images of Islam in the face of the challenges which helps to stabilize the hearts, and dominate the cultural challenges and attacks launched against the nation and the religion from the bigoted and racist groups calling for a conflict between civilizations, in order to achieve a coup against the Muslim civilization. Third: The Question Of Palestine And Jerusalem: The Council stressed that the issue of Palestine is the first Muslim issue. It called on Muslims and their governments to back the Palestinians financially and morally until they achieve their victory and establish their independent Palestinian state with Al-Quds as its capital. The Council called for joint Muslim action to confront the risks addressed to the city of Jerusalem by the acts of sabotage carried out by the Israeli occupation authorities, and their efforts to isolate it from the rest of the occupied Palestinian territories. The Council condemned the actions of the Israeli authorities to build the apartheid wall, the confiscation of land, demolition of houses, the colonial expansion, the closure of the crossings between the Palestinian areas and the intimidation addressed to the people and children in violation of international law. The Council called on Muslim countries, Organizations and Islamic and humanitarian relief agencies to provide more financial and moral support of the Palestinian people to help them face the economic blockade imposed on them. The Council warned the international community, especially peace-loving nations from the threat of the nuclear weapons arsenal that Israel possesses, stressing that this arsenal does not threaten the Arab world only, but threatens the entire world. The Council called for making the Middle East a zone free of weapons of mass destruction. The Council condemned the repeated Israeli attacks on the unarmed Palestinian people. It called on the international community to follow all means to put pressure on Israel, and to put on trial Israeli war criminals who continue to commit the most heinous crimes against humanity, killing women and children, throwing thousands of men and women in prisons, demolishing homes of Muslims, destructing places of worship and resettling immigrants from the countries of the world in the Israeli settlements. The Council condemned the silence of the international community toward the massacres committed by Israel in Palestine such as what happened recently in Beit Hanoun in the northern Gaza Strip, which claimed the lives of Palestinians (98), mostly women and children, and left hundreds of wounded and disabled. The Council considered these atrocities the ugliest forms of terrorism, and asked the United Nations and the Governments of influential countries to make efforts to protect the Palestinian people and save it from the Israeli aggression on its land and people, and urged Governments of peace-loving nations to take all measures to stop the Israeli aggression and provide security and protection for the Palestinians and release all Palestinian detainees. Fourth : Lebanon: The Council condemned the Israeli aggression on Lebanon. It deplored the heinous crimes committed against the Lebanese people, which claimed thousands of lives of children, women and elderly, destroyed infrastructure and displaced thousands and left them homeless. The Council called on Lebanese parties to stand united in the face of the risks against Lebanon and its unity, and follow the divine inspiration and guidance, which calls for the rejection of conflict and differences. It called on Muslim states, agencies and relief organizations to provide more financial and moral support to the Lebanese people for the reconstruction of the infrastructure destroyed because of aggression. Fifth : The Situation In Iraq: The Council called on governments of Muslim countries to seek the return of normal life to Iraq and realize the unity of the Iraqi people so that Iraq's rejoins its normal place within the Muslim states. The Council stressed the need to address the problems of Iraq with wisdom and to preserve the unity of its people and territory and provide moral and material support and relief to the people and work on rebuilding its institutions. It condemned the terrorist acts perpetrated against the Iraqi unarmed people and its official and popular institutions and places of worship. The Council called on all groups to stop the violence and the bloodshed in order to achieve the stability and security of Iraq and for the withdrawal of foreign forces from its territory. The Council called on all members of the Iraqi people to reject discord and disagreement and fighting, and use reason and wisdom to promote the unity of Iraq and establish peace and security. The Council commended the efforts made by the Organization of the Islamic Conference to reconcile religious leaders of Iraq. Sixth : Afghanistan: The Council urged the governments of Muslim countries to use their influence to seek the return of security and stability in the war-ravaged Afghanistan. It called on the Afghan people to unite their efforts, promote unity and renounce violence and differences, so that peace and security prevail in Afghanistan and for foreign forces to withdraw. It called on Muslim countries and organizations to support the Muslim Afghan people financially and morally, and offer services and humanitarian relief to them and also called on charitable institutions to make efforts to deliver assistance in the best possible ways of the Afghan people. Seventh : The Philippines: The Council stressed its previous resolutions on the issue of Muslims in the Philippines, where it called for the implementation of the agreement signed in 1996 which states for granting Muslims all of their religious and national rights. The Council called on the Organization of the Islamic Conference to follow up its efforts in this regard through diplomatic contacts. It addressed its thanks to the Secretariat of the MWL for sending a delegation to visit the Philippines to see the conditions of Muslims and their needs. The Council addressed an appeal to Islamic organizations and educational institutions in the Islamic world to continue to provide scholarships for Muslim students in the Philippines to study in Islamic universities and provide financial support to mosques, schools and Islamic institutions, in order to preserve the Islamic identity and contribute to address the effects of anti-Muslim activities. Eighth : Cyprus: The Council called on the international community to find a comprehensive settlement to the Cyprus issue and to take urgent steps to end the problem of Muslims Cypriots and call on the Greeks to accept a comprehensive solution to the issue based on the establishment of two equal states within a central state and urged the Islamic countries and institutions to develop cultural, economic and educational relations with Muslim Cypriots and increase scholarships for them in Islamic universities. Ninth: The Situation In Somalia: The Council called on all the parties in Somalia to stop fighting and continue the national dialogue to end the conflict and work for the unity of the Somali territories. It called on the international community and especially Islamic countries to provide financial support and immediate relief to the Somali people who are suffering from poverty and famine, and urged Somalia's neighbours not to interfere in its internal affairs. Tenth: Muslims In Sri Lanka: The Council expressed deep concern over the deteriorating situation suffered by Muslims in the eastern region of Sri Lanka, the displacement of thousands of Muslims from their homes and called on the government of Sri Lanka to support Muslims in the eastern region and stand by them. The Council urged charities to provide assistance in kind and material to needy Muslims as a result of the devastating floods that swept areas in the eastern province of Sri Lanka. Eleventh: Muslims In The Countries Of Central Asia: The Council called on Muslim governments to enhance political and economic relations and cultural ties with the Islamic republics in Central Asia and called on them to support these relations and develop them, and achieve joint cultural programs involving people and institutions working in the field of culture and education. The Council commended the efforts of the MWL, which resulted in the organization of the international conference, held in Kyrgyzstan, entitled: "Muslims of Central Asia and Their Civilized Impact" with the cooperation of the religious administration. The Council expressed the hope that the Conference will be the nucleus of Islamic conferences to be held in the future in the Central Asian republics. The Council called on the MWL's Secretariat and Islamic Organizations to exert further efforts to enhance cooperation between them and the Islamic institutions and universities there, especially in the field of the curricula of Islamic education, which will contribute in protecting Muslim generations and work for the publication of the book of God the Almighty and the translations of its meaning, the establishment of mosques, schools and Islamic institutes and universities, and hold training courses for imams and preachers. The Council urged all Muslim organizations and institutions to follow up the anti-Islam activities and take advantage of modern media to spread awareness among Muslims and address the educational bodies in Muslim countries through increasing scholarships for the people in Muslim republics in Islamic universities, increasing the number of candidates from the republics to attend legal sessions at the Institute of imams and preachers which is affiliated to MWL. The Council also discussed the situation of Muslims in Kashmir, Chechnya, East Turkistan and Burma, it issued the appropriate recommendations to assist these people and offer them relief. Twelfth: Cooperation And Coordination Between Islamic Organizations And Bodies: The Council stressed the importance of joint Islamic action and the need for concerted efforts and cooperation between working areas on the Islamic arena and strengthen communication and coordination. The Council warned that the current situation facing the nation and the profound changes which characterize the nature of the present era can not stand any failure in the commitment to this principle. It called on everyone to support closer cooperation, to establish joint cooperation with the various Islamic institutions and exchange experiences and information. In this regards the Council praised the tireless efforts of MWL in coordinating Joint Islamic Action, which culminated in the creation of the Supreme Coordinating Body of Islamic organizations. The Council urged the various organizations to shoulder their responsibilities, strengthen cooperation among themselves and be committed to the principles advocated by MWL so that the Islamic work achieve its results. It called on the rest of Islamic organizations, institutions and societies working in the field of relief to coordinate their work in order to unite efforts and ways to support cooperation and understanding in the service of Islam. The Council called on Islamic organizations, institutions and associations working in the field of relief to coordinate their efforts directed to the Muslim minorities in particular with regard to the study and the preparation of data concerning their organizations such as mosques, endowments and Islamic schools and to exchange information and expertise in order to improve the conditions of those minorities and establish contacts with centres and associations operating there while informing them about what should be done at this stage where Islam is being subjected to distortion and challenged by the media in the countries of minorities. At the conclusion of the session, the Council members decided to extend their thanks and gratitude to the government of the Kingdom of Saudi Arabia under the leadership of the Custodian of the Two Holy Mosques, King Abdullah Bin Abdul Aziz Al-Saud and Crown Prince Sultan Bin Abdul Aziz Al Saud for their continuous moral and material support to the Muslim World League and affiliated bodies, and for the warm hospitality and good care extended to them in this generous country. And may God the Almighty Bestow His prayers on Prophet Muhammad, his family and companions. On the other hand the Secretary general of the Muslim World League's ( MWL) Dr. Abdullah bin Abdul Mohsin Al-Turki received the former premier of free Kashmir Sardar Abdul Qayoom Khan, who is member of the MWL's constituent council. The MWL Secretary general also received the chief of the Islamic thought institute in America and member of the MWL's constituent council Dr. Taha Jaber as well as Sheikh Mohamed Al Rabeh Al Nadawi of India, member of the MWL'S constituent council. At the meetings, topics pertaining to the activities of the MWL were discussed. |
