IRAQ'S NEIGHBOURING COUNTRIES FOREIGN MINISTERS RECONFIRM THE IMPORTANCE OF RESPECTING THE SOVEREIGNTY, INDEPENDENCE, TERRITORIAL INTEGRITY AND NATIONAL UNITY OF IRAQ, AS WELL AS THE NON- INTERFERENCE IN INTERNAL AFFAIRS.

Crown Prince Abdullah Ibn Abdul Aziz, Deputy Prime Minister and Commander of the National Guard, stressed on chasing the terrorists and the defiant people till the are exterminated, and said: ''They are defiant group and God willing they will be exterminated with His will whether this takes a day, a month or a year, or from forty to fifty yearsGod willing we are after them''.

Crown Prince Abdullah said that while receiving a number of princes, senior officials and citizens who came to greet him.

The Crown Prince also received a delegation of Saudi and expatriate Turkistanis who condemned the terrorist acts carried out by the deviant group.

In their speech which was delivered in their behalf by Ahmed Abdul Raheem Khuja, they said this group has been outcasted by everybody after the citizens who discovered their danger on Islam and Muslims.

Crown Prince Abdullah thanked them for their support and expressed confidence in defeating the deviant group.

The audience was attended by Prince Naif Ibn Abdul Aziz the Interior Minister, Prince Khaled Al Faisal the Governor of Asir region, Prince Abdullah Ibn Musaed Ibn Abdul Rahman, Prince Dr Abdul Aziz Ibn Nasser Ibn Abdul Aziz, Dr Bandar Ibn Salman Ibn Mohammed Al Saud the Advisor at the Crown Prince's Court, Sheikh Nasser Al Shathri the Advisor at the Royal Court and Abdul Mohsen Al Tuwaijry the Advisor at the Crown Prince's Court.

Meanwhile, Crown Prince Abdullah Ibn Abdul Aziz, the Deputy Prime Minister and Commander of the National Guard, received at Al-Yamamah palace Francois Haizburg, Chairman of Board of Directors of London-based International Strategic Studies Center and President of Paris-based Strategic Research Institute currently on a visit to the Kingdom.

The audience was attended by Dr Abdul Rahman Ibn Hamad Al Saeed President of the Centre of the Specialized Studies.

The Crown Prince also received at Al-Yamamah Palace Japan's Former Premier Ritaro Hashimoto, who is also the head of the Japanese delegation participating in the 3rd meeting of ''Dialogue Forum between the Arab World and Japan'' currently being hosted by the Kingdom.

The audience was attended by Khaled Al Gusaibi the Saudi Minister of Planing, the Japanese Ambassador to the Kingdom odf Saudi Arabia Yasso Sayso.

The two audiences were also attended by Prince Abdul Aziz Ibn Abdullah Ibn Abdul Aziz, Prince Dr Bandar Ibn Salman Ibn Mohammed Al Saud the Advisor at the Crown Prince's Court and Abdul Mohsen Al Tuwaijry the Advisor at the Crown Prince's Court.

In Tunis, Prince Naif Ibn Abdul Aziz, the Saudi Minister of Interior stressed on the politically stable and economically flourishing situations in the Kingdom despite sporadic bombings and terrorist acts by a deviant group.

He said combating of terrorism on Arab regional bases would give better results rather than what could be accomplished by national governments efforts.

This came in press remarks following his meeting with President Zein El Abidine ben Ali of Tunisia who received at the Presidential Palace in Tunis Prince Naif, the Saudi Minister of Interior and Honorary Chairman of the Arab Interior Ministers Council.

The meeting was attended by Prince Mansour Ibn Saud Ibn Abdul Aziz; Prince Abdul Aziz Ibn Saud Ibn Naif Ibn Abdul Aziz; and Prince Fahd Ibn Naif Ibn Abdul Aziz and other officials.

Prince Naif Ibn Abdul Aziz, expressed thanks, on behalf of the Arab Interior Ministers, to President Ben Ali for the attention he is paying to the Arab Interior Ministers Council which wrapped up its deliberations in Tunis.

In a joint press conference with Egyptian Interior Minister Habib Al Adly, Prince Naif Ibn Abdul Aziz, the Saudi Interior Minister and the Honorary Chairman of the Council of Arab Interior Ministers also expressed satisfaction over works of the session and described its outcome as "successful."

Prince Naif praised the atmosphere in which the 22nd session of the Council of Arab Interior Ministers was held in Tunis.

"Moreover, the Arab Interior Ministers have understood well what has been done by the Kingdom of Saudi Arabia to combat terrorism," Prince Naif said.

In an answer to a question about Arab Naif University for Security Sciences, he replied that the university when first established was a centre, then developed into an academy and after the scientific studies and consultations with Arab universities the board of directors decided to convert it to a university and submit the matter to the Council of Arab Interior Ministers, which approved the decision.

In his address at the joint press conference in Tunis last night, Egyptian Interior Minister Habib Al Adly indicated that a comprehensive security agreement is still under discussion by Ministers of Justice to make some amendments. "But, unfortunately the agreement is not served well by the media."

Prince Naif also talked about the meeting held last year with Arab Ministers of Information and pointed out that there were decisions and recommendations taken in the meeting but unfortunately the agreement was not activated.

He added "we are still lagging behind in the media at the level of security and I hope there should be no misunderstanding that the Ministry of Interior is seeking for influence on the media when we ask for the media participation."

He said "We need the intellectual efforts from the universities through researches and from Arab Ministers of Information to do their best in this field and from religious scholars to dry up the source of terrorism.

"We have to purify the mistaken ideas and replace them by right ones since Islam is bigger and higher than being distorted" said Prince Naif.

He pointed out that the Arab agreement of combating terrorism was not properly activated and the bilateral cooperation is more useful but while there is an agreement approved, Arab countries that had not endorsed it, should now approve it.

Replying a question about the Council of Arab Interior Ministers (CAIM) relations with Iraqi Ministry of Interior, Prince Naif said "The Council stands along with Iraqi security in all fields especially the neighbouring countries and there are a lot of things decided in the meeting held in Iran late last month and early this month and I hope they are executed."

He said that the dealing with the terrorists is excellent and all details are shown to the public opinion. "The danger of terrorist attacks is still remaining although key terrorists were annihilated including the last security operation last Wednesday" Prince Naif added.

Talking about the International Conference on Terrorism, Prince Naif said the aim of this initiative is to clarify Kingdom's attitude towards terrorism since it was the country most harmed from these actions, consequently this conference is an international contribution to take a collective position against terrorism except the national work by sons of a country to acquire their rights such as the Palestinian people.

During his stay in Tunis, Prince Naif Ibn Abdul Aziz, the Interior Minister and the Honorary Chairman of the Council of Arab Interior Ministers, received Yemeni Interior Minister Maj. General Dr. Rashad Mohammed Al-Olemi.

During the meeting, they exchanged cordial talks and discussed a number of issues of common interests.

Prince Naif Ibn Abdul Aziz, the Minister of Interior, also received Sheikh Saif Ibn Zaid Al Nahyan, the Interior Minister of the United Arab Emirates, and Sheikh Rashid Ibn Abdullah Al Khalifa, the Interior Minister of Bahrain. During the receptions, they exchanged cordial talks and discussed a number of topics of mutual interest.

Prince Naif Ibn Abdul Aziz, the Interior Minister, has denounced the deviant group, and said it is working for undermining peace and security in the Kingdom of Saudi Arabia.

In a press statement following his arrival in Tunis to lead the Kingdom's delegation to the meeting of the Arab Interior Ministers, Prince Naif said the security and stability pillars in the Kingdom are deep-rooted, and the Saudi people have full confidence in their leadership.

"We are ready to confront all forms of criminal acts, and we are determined on annihilating these criminals in cooperation with security officials in the Arab countries and the countries that are involved in combating terrorism."

Prince Naif underscored the importance of tracing the source and roots of terrorism, and at the same time to work for silencing carriers of deviant ideas who have been defaming Islam and Muslims.

'The Arab nation should shoulder its responsibility towards combating terrorism, and the media should play a significant role in this respect', he said adding that such terror acts will never shake the security situation in the Kingdom.

On the agenda of the Arab Interior Ministers, he said as the Arab interior Ministers are keen on combating terrorism, the meeting will focus on this issue and discuss it "plainly an frankly''.

The Arab Interior Ministers Council wrapped up activities of its 22nd session held in Tunis, and in a final statement, the Arab ministers decided to hold a conference on combating terrorism next month in the Saudi capital Riyadh.

The Conference seeks to take clear and effective international stances against terrorism, and to distinguish between terrorism and the legitimate resistance.

The statement reported that the council had adopted the Arab agreement for fighting corruption as it represents an important step towards fighting crime and drugs.

The Council underlined necessity of activating cooperation between the councils of information and interior ministries in the face of crime, particularly terrorism.

The ministers called for supporting and helping the Palestinian Interior Ministry compensating the losses resulting from the brutal Israeli aggressions which targeted its offices and equipment.

In Riyadh, an official source at the Ministry of Interior pointed out that investigation authorities have identified three of the four militants of the deviating group killed in Al-Thuwairat, north of Al-Zulfi Governorate on Sunday after resisting security men.

In a clarification statement, the source said that the three militants were :

1- Mohammed Abdulrahman Mohammed Al-Faraj, Saudi He adopted the deviating thought, recruited individuals, transferred explosives and provided guns to his clique. He took part in an attack on security men while searching the house of the detained militant Khalid Al-Faraj. He also participated in preparation for attacking a site by a car laden with explosives. He fired at a patrol of criminal security in Qassim. He drove a car bomb from Qassim to Riyadh which was seized by security forces at Rumhiyyah station.

2- Mishaal Obaid Abdullah Al-Hasri, Saudi He was known as an extremist. He shot fire at a member of Al-Mujahideen patrol in Al-Haisiyyah, also taking part in shooting at highway security patrol leading to the martyrdom of two security men. He took part in kidnapping and killing a resident.

3- Omar Abdullah Saad Al Raed Al-Qahtani, Saudi He was affected by the deviating thought, providing transportation for deviants. He also provided a family cover-up and a site for them in Abha region. Following the arrest of Faris Al-Zahrani, wanted by security authorities, he has hidden until his death.

The source added that measures are still under way to identify the fourth militant.

Searching the scene, security men seized 10 hand grenades including 7 pipe bombs and 3 highly explosive bombs; 4 Kalashinkov machine guns; 18 magazines; a gun; a pistol; various ammunition; computer sets; painting materials; car plates; and a sum of SR 23,000, the official source noted.

In Jordan, deliberations of Iraq's neighbouring countries foreign ministers meeting concluded Thursday in Amman. Foreign Ministry Spokesperson Rajab Al Sqeiri said that all participants supported the draft communiqué prepared by Jordan.

Iraqi Foreign Minister Hoshiar Zibari said, in a statement following the closing session, that we are pleased with the result of this meeting, especially in this critical time, and we have elections that we must make a success with the support of our brethren in the Arab and Islamic neighbouring countries. Zibari added that the most important massage in this meeting was the unanimity of these countries to support the elections in Iraq which was the basic issue in the meeting.

The Foreign Ministers of Iraq, Jordan, Kuwait, Saudi Arabia, Syria, Turkey, Egypt and Bahrain and the Secretary General of the Iranian Foreign Ministry agreed to reconfirm their respect for the sovereignty, independence, territorial integrity and national unity of Iraq, as well as the relevance of the principles of non- interference in internal affairs and articulated in the UN Charter and the principle of good neighbourly relations. They also affirm the right of the Iraqi people to secure and stable life and to determine freely their future through democratic means, while exercising full control over their natural and financial resources, the Ministers thus commit themselves to support the Iraqi people in reaching these goals.

They also agreed to stress the leading role of the United Nations in supporting the political process in Iraq as stipulated the paragraphs 4 and 7 of Security Council Resolution 1546. The Ministers appreciate the leading role the UN has played by providing advice and support for the process of holding elections including the recent decagon to deploy more electoral staff to Iraq to help with preparations for elections. They encourage it in its role in promoting national dialogue and consensus- building with regard to the constitution to the be decided by the people of Iraq in 2005.

Towards this end, the Ministers call upon the international community to provide the required assistance to protect the UN personnel in Iraq.

In tandem with the role to the united Nations, the Ministers welcome the supporting role of the league of Arab States in all the efforts that will lead to the positive outcome of the political process in Iraq to enable it to resume its active role as a founding member of the Arab League. The Ministers also welcome the positive contribution of the Organization of the Islamic conference to the ongoing political process.

The Ministers also agreed take note of all steps taken so far to achieve democracy in Iraq and to support the steps taken by the Interim Government of Iraq to hold general elections on 30 January 2005, leading to a transitional National Assembly, which will assume its responsibility towards forming a Transitional Government and drafting a constitution for Iraq, to reach a constitutionally elected Government by 31 December 2005, in line with the timetable endorsed in the Security Council Resolution 1546. They also confirm their readiness to cooperate with the Interim Government of Iraq, to broaden the political participation in the spirit of national dialogue and consensus building, to promote Iraq's transition to a united, democratic and pluralistic state, with a federal structure is so decided by the Iraqi people, in which political and human rights are observed, and bilateral and regional treaties.

In this regard the Ministers urge all segments of the broad spectrum of the Iraqi People to take up their duty in the forthcoming elections: thus contributing to the shaping of their future as the elections represent the only opportunity in sight along the path of democracy and freedom.

They also condemned all acts of terrorism in Iraq and in the region against civilians and holy places and call for the immediate cessation of all such acts in order to alleviate the suffering of the Iraqi people and the peoples of the region, preserve the lives of the innocent and display respect for their human rights. They also call on all parties to avoid use of force, violence inflicted on civilians, and to exercise maximum self-restraint. They support the efforts of the Interim Government of Iraq as well as other countries to deal resolutely, in accordance with international humanitarian law and relevant Security Council resolutions, with the terrorist presence in Iraq and terrorist activities in from and to Iraq which threaten the security of its neighbours.

They condemned all acts of abduction and assassination, including those of transporters, civilians working in local and foreign firms for the reconstruction of Iraq, international and humanitarian organizations that provide assistance to the Iraqi people, members of diplomatic missions and journalists. They also call on all parties to intensify their efforts to support the Interim Government of Iraq in confronting criminal activities.

The called on all parties concerned to continue to take practical steps to contribute to the stability of Iraq, and reaffirm the obligations of United Nations member states under UNSC 1546 to prevent the transit of terrorists to and from Iraq, the provision of arms and funds to terrorists. The Ministers stress the importance of the resolve of the neighbouring countries of Iraq and call on all concerned international parties to intensify cooperation to control the Iraqi borders.

To that end the Ministers welcome the results of the meeting of the Ministers of interior of Iraq and its neighbouring countries that was held in Tehran on Nov.30-Dec.1,2004, and reconfirm their resolve call on the neighbouring countries to implement the commitments agreed upon in that meeting, especially on the need to enhance mutual cooperation on border security and cross-border movement, supporting of the fight against terrorism and illegal movement of funds for terrorist activities, smuggling of goods, arms and narcotic-drugs across borders.

To point out that the mission of the Multi National Force in Iraq is to act in cooperation with the Iraqi Interim Government in providing necessary security for the progress of the political process, until completion, whereby the mandate of the multi National Force shall expire in accordance with paragraphs 4 and 12 of UNSCR 1546. In this regard the Ministers recognize the importance of the consent of the sovereign Government of Iraq on the presence of this Force which shall act in accordance with the international law including the obligations under International Humanitarian law as noted in UNSCR 1546. To reiterate the importance of bringing to justice members of the previous Iraqi Regime who have committed war crimes against Kuwait and Iran and crimes against humanity among the Iraqi People.

The Ministers support the upcoming meeting of the follow-up mechanism of the Sharm El Sheikh International Ministerial Meeting on Iraq, to be held in Cairo on January 11, 2005.

To stress the need for continued dialogue amongst the Neighbouring Countries and Iraq in order to discuss the developments in the political process and ways and means of helping Iraq to achieve stability security and unity and territorial integrity.

The Ministers welcome the invitation extended by Turkey to hold next meeting in Istanbul.
