THE CROWN PRINCE EXPRESSES CONFIDENCE IN DEFEATING THE DEVIANT GROUP AND STRESSES THAT SECURITY IN SAUDI ARABIA WILL ALWAYS BE MAINTAINED. THE AUTHORITIES IDENTIFY THE SUSPECTED TERRORISTS WHO CARRIED OUT THE TWO ATTACKS IN RIYADH AND AL-WAHA. PRINCE SALMAN IBN ABDUL AZIZ: THE KINGDOM IS STRONG AND IS SUCCESSFUL IN FIGHTING CRIMINAL ACTS. Crown Prince Abdullah Ibn Abdul Aziz, Deputy Prime Minister and Commander of the National Guard, chaired the cabinet's weekly session held at Al-Yamamah palace in Riyadh. At the outset of the session, the Cabinet was briefed on the outcome of the visit of the Crown Prince to the Eastern Region, his inauguration of and laying the foundation stones for several industrial, educational and health projects, meeting with citizens and sensing their needs. The citizens stressed that they will fight anyone who tries any infringement on the unity, security and stability of the Kingdom. In a statement to the Saudi Press Agency (SPA) following the session, Dr. Fuad Ibn Abdul Salam Al-Farsi, the Minister of Culture and Information, said that the Cabinet affirmed that the development witnessed by various sectors in the Eastern Region comes within the framework of progress in all Regions of the Kingdom, noting that all citizens have pursued the interests of the religion, the homeland along with their prosperity. The Cabinet noted that the Kingdom's viewpoint on the economic agreement signed by the Kingdom of Bahrain does not stem from a bilateral or even collective difference, but from the Kingdom's keenness on seriousness and credibility of resolutions of Arab Gulf Cooperation Council (GCC) concerning the economic unity and integration among member states, particularly the setting up of the Common Market and the Monetary Union that had been approved to be implemented by the GCC Supreme Council. On the criminal acts perpetrated by the evil doers of the deviating group, the Cabinet condemned these acts, which have unmasked the real intentions of this group aiming to destabilize the Kingdom, destroy its establishments and attribute unbelief to the Muslim society. The Cabinet praised the bravery of the armed forces particularly the faithful security men who have achieved in a brief period a security accomplishment by eradicating the militants of the deviating group, also commending citizens for their national feelings and denunciation of these criminal acts which have enhanced relation between the leadership and the people. Then the Cabinet was briefed on the contents of talks, consultations, messages and contacts held over the previous days with a number of brotherly and friendly countries on the latest developments in the region and the world particularly Israel's continual aggression on the Palestinian people and the apprehension of Palestinians, the situation in Iraq, and the aftermath of the devastating earthquake and floods recently hit south Asia which led to the increase in the death toll and homeless people. Renewing the Kingdom's condolences to the relatives of the dead people, the Cabinet called on the world community to speed up aid to alleviate the suffering of the afflicted people and help the affected countries surpass the destructive effects of this disaster. The Kingdom's contribution to the international efforts to alleviate the suffering of these people emanates from its humanitarian stand by brotherly and friendly countries during the times of crises and catastrophes, Dr. Al-Farsi said. Dr. Al-Farsi said the Cabinet then reviewed the local items on its agenda and issued the following decisions: Regarding the situation of Saudi buses currently transporting passengers to and from the Kingdom, the Cabinet approved a number of measures aiming at improving and developing the mechanisms of general performance at the Saudi land exits and inlets. Among other things, the passenger transport companies were compelled to employ drivers who are directly sponsored by their employers (owners of the buses). However, they were given a six month grace period to correct non-conforming cases. The Ministry of Transport was also asked to open enough service facilities at the Kingdom's land border posts. The Cabinet also decided that any driver on the highways in the Hajj area should be accompanied by a guide to lead him inside Makkah and Al Madinah as well as along the motorways linking Makkah and Al Madinah. The Cabinet approved the appointment of Nassir Ibn Hamad Al Hanaya as Consultant for Civil Status at the Ministry of Interior; Abdul Rahman Ibn Mohammed Al Zaid as Administrative Consultant at the Ministry of Communications and Information Technology; and Salih Ibn Basheir Al Sharari as Deputy Director General for Executive Affairs at the Customs Department. On the other hand Crown Prince Abdullah Ibn Abdul Aziz, Deputy Prime Minister and Commander of the National Guard, received a number of princes, senior officials, citizens and commanders and officers of the Royal Guard who came to greet him and congratulate him on safe arrival in Riyadh. The Crown Prince also received a delegation of a Hail tribe who condemned the terrorist acts carried out by the deviant group. The Crown Prince expressed confidence in defeating the deviant group and stressed that security in Saudi Arabia will always be maintained. The audience was attended by a number of princes and officials. A source in the Ministry of Interior said that authorities have identified the suspected terrorists that carried out the two attacks. The attacks did not cause any deaths except of the perpetrators, the source said. The results were confirmed by DNA tests taken from the scenes of the blasts. One of the terrorists appearing on the Interior Ministry's list of 26 most wanted, was among five suicide bombers killed while carrying out Wednesday's car bombings in Riyadh. The remains of the five bombers were found at the sites of the two attacks. The militants detonated bomb-rigged cars outside the Ministry of Interior and a Special Forces base. Apart from the militants who were killed in the attack no civilian or security personnel were killed, the ministry statement said. The statement said the dead bombers included Abdullah Saud Abdul Aziz Al-Subaie, who was on the list of 26 most wanted. He was the 20th on the list to have been killed or captured. From the blast outside the Ministry of Interior, the remains of three persons were taken from the location and two were identified. According to ministry officials they are: Abdullah Saud Abdul Aziz Abu Nayan Al-Sibei. He was one of the believers in the thought that considered other Muslims as infidels. He started his activities by cooperating with the terrorist cell through renting cars and smuggling weapons. He brought weapons and explosives by two vehicles. Al-Subaie was described as "starting his activities with the deviant group by renting cars used for smuggling weapons and explosives and for bombings." He was also "one of the criminals who carried out the bombing of Al-Muhaya Compound in Riyadh in November 2003 which killed 17 people. He was identified and his name was announced among the list of wanted persons. He is one of the alleged criminals who carried out the attack against the Oasis (Al-Waha) Housing Compound in Al-Khobar. He mutilated the bodies of the victims. He also contributed in preparing the car that was used in the attack against the Al-Mohaya Housing Compound in November 2003. He participated in the attack against expatriates and security men. Information indicates that he disappeared and used to move from place to place in disguise until his deeds led to his shameful end. Mohammed Mohsin Rashed Al-Ossaimi. Another militant identified to have been killed in Wednesday's attack was Muhammad Mohsin Al-Ossaimi, who had been previously detained on suspicion of having ties with the terrorists but was released after renouncing terrorism and also because of his young age. He was 22 years old. He was detained after receiving information that he was in contact with the extremist organization and was prepared to travel abroad. Nothing was proved against him. He apologized about his ignorance, young age and lack of experience. On the basis of the request of his family and their pledge to safeguard him, he was released. But he disappeared again until he died. As to the blast, which took place outside the Emergency Special Forces, the following were identified: The other two militants who attacked the special security base were identified as Dakheel Abdul Aziz Dakheel Muhammad Al-Obeid and Nasser Ali Saad Al-Mutairi. The ministry said Al-Obeid was "among those who kidnapped and killed a foreign resident", an apparent reference to American aeronautics engineer Paul Johnson. Dakheel Abdul Aziz Dakheel Mohammed Al-Obeid. He was one of those who adopted the thought considering other Muslims as infidels. He was known to have a desire to commit suicide. He was one of those who participated in the kidnapping and killing an expatriate. The car, which was seized by the security authorities, was registered in his name and this was announced earlier. Previously he fired at the security men. He participated in the amputation of the leg of the wanted person Nasser Al-Rashed, who died as a result. He started by cooperating with other militants. After he was discovered, he started moving between their dens until he committed suicide. Nasser Ali Saad Al-Muttairi. At the beginning of his connections with the deviant group, he had links with Abdul Majeed Al-Manee , who was killed by the security men. He used to provide cover-up for members of the terrorist group. He died by committing suicide. A third militant who died in the attack outside the premises of the Ministry of Interior could not be identified because of the damage to his body caused by the blast and experts were working to confirm his identity. Meanwhile the Ministry of Interior issued a detailed statement on killing three wanted militants of the deviating group following a confrontation with security men at an oil station in Riyadh and on wiping out a criminal cell responsible for the two explosions which occurred outside the headquarters of the Ministry of Interior and the building of Emergency Special Forces in Riyadh last Wednesday. An official source at the Ministry said that security men have been observing suspected movements of militants of the deviating group, noting that the first security operation led to the killing of three militants on Tuesday evening and other seven killed in storming their den, a flat in Taoun suburb, Riyadh at 10.00 p.m. on Wednesday. The two operations led to the killing of : 1- Sultan Bajad Saadoun Al-Otaibi, Saudi. He started to say that Muslims are unbelievers and he allowed killing them. He cooperated with the deviating group through hiding militants and providing them with cars and explosive materials. Security men foiled his attempt to explode a residential compound, but later he took part in priming the car used in bombing Al-Muhayya compound. He targeted foreigners and security men and participated in a number of attacks. He was wanted by security men and his name was announced previously. 2- Khalid Ahmed Mohammed bin Sinan, naturalized Saudi He was trained in Afghanistan. He had experience in preparing explosives. After his return, he trained his clique on explosives. He took part in firing on guards in Al-Muhayya Compound before the wicked explosion in Ramadan, 1424H. He was close to the chiefs of the deviating group inside and outside the Kingdom. He died after his injury. 3- Badr Mansour Badr Al-Sbie', Saudi. He traveled outside and joined the deviating group. He provided houses and rest-houses for his clique. He helped in priming a car targeting a compound, but later the attempt was aborted by security men. He took part in preparing the car used in Al-Muhayya compound through painting the car with colors assigned to the Emergency Special Forces. He participated in several attacks and was assigned as Deputy Chief of the criminal organization. 4- Ibrahim Ahmed Al-Raimi, Yemeni. He was in Afghanistan. He was known for forgery and was directly linked to chiefs of this wicked thought. He was in contact with the so-called Khalid Ali Al-Hajj who was killed by security men. Later he was linked to the so-called Sultan Bajad. He was coordinator of contacts with militants in the clique. 5- Thamer Khamis Abdulaziz Al-Khamis, Saudi. He was recruited by the deviating group for his experience in using the internet. His card was used for renting web sites. He was in service of information items of the criminal organization. 6- Saud Abdullah Saadan Al-Jadhie', Saudi. He traveled to Afghanistan, having experience in forgery. He took part in priming five cars with explosives, two of them registered on his name. Security men seized four of them. Later, he took part in bringing the fifth car to Abdulaziz Al-Miqren. The car was used in bombing the Public Security Building. 7- Mohammed Abdullah Salih Al-Mohsin. He had experience in preparing explosives and was linked with a number of militants of the criminal organization. He shot fire on security men on a site. 8- Mohammed Sulaiman Ibrahim Al-Wakeel, Saudi. He recently joined the criminal organization, hiding a number of militants and meeting their demands. 9- Abdul Wahab Adel Abdul Wwahab Al-Shareedah, Saudi. He cooperated with the criminal organization and was linked with the so-called Sultan Bajad, providing logistics for him. 10- Bandar Abdul Rahman Abdullah Al-Dakheel. He was associated with the deviating group by his brother Faisal Al-Dakheel, who was previously killed by security men. He was known for his experience in using weapons and combining explosive materials. He took part in priming cars with explosives and brought one of them from Qassim to Riyadh which was later discovered in the sand. He and other militants fired on a highway security patrol, leading to the killing of two security men. The ministry of interior warned that security men will eradicate anyone who tries to destabilize the Kingdom's security, noting that these wicked attacks aim at the homeland and its establishments. On the other hand Prince Salman Ibn Abdul Aziz, the Governor of Riyadh Region, paid a visit to the headquarters of the Emergency Special Forces, East Riyadh, which was subjected to a terrorist attack perpetrated by the deviant group last Wednesday and also visited the site, North Riyadh, where seven militants of the deviating group were killed after resisting security men. Prince Salman also visited the injured security men in the Security Forces Hospital. He was reassured about their health, wishing them a quick recovery. The prince was accompanied by Prince Sultan Ibn Salman Ibn Abdul Aziz, the Secretary General of Tourism Higher Authority and a number of officials. In a press statement, Prince Salman said there are nine injured in the hospital, six will be discharged later today and the other three have been recovering, noting that only two injured persons remained in other hospitals. Addressing media men, Prince Salman said that the Saudi leaders and all officials have been performing their duties to the religion and the homeland. In the speech delivered by the Crown Prince on behalf of the Custodian of the Two Holy Mosques, the door was wide open for deviants to repent, Prince Salman said and called on remnants of the deviating group to sincerely repent and adhere to the Quran and Prophet's traditions that forbid killing, stressing that Islam has nothing to do with such criminal acts. He called on deviants not to be stooges of the Satan. Prince Salman noted that these deviants have harmed Islam, pointing out that before these crimes, doors had been open to the Islamic call all over the world in addition to the opening of Islamic schools and mosques. He affirmed that the Kingdom is strong and has been successful in fighting criminal acts. Prince Salman called on Ulema and media men to enlighten people. He stressed that the Saudi people and the leadership are strongly united. Doors are continuously open between officials and media men, Prince Salman said. From his side Prince Mohammed Ibn Naif Ibn Abdul Aziz, the Assistant Interior Minister for Security Affairs paid a visit to the headquarters of Emergency Special Forces, East Riyadh, which was subjected to a terrorist attack perpetrated by the deviant group on Wednesday and also visited the site, North Riyadh, where seven militants of the deviating group were killed after resisting security men. Prince Mohammed also visited in hospitals the security men injured in the explosion last night. He was reassured about their health, wishing them a quick recovery. The prince was accompanied by a number of officials. Presided over by its Chairman Dr. Salih Ibn Abdullah Ibn Humaid, the Shoura Council condemned the two criminal explosions that took place outside the headquarters of the Ministry of Interior and the Emergency Special Forces in Riyadh on Wednesday. Dr. Ibn Humaid praised the great role played by the government and security forces in combating the deviant group, stressing that the Saudi people and residents have been strongly united behind the leadership in confronting terrorism. In its statement, the Council said that the deviating group sheds blood in the holy month, terrorizes people, targets the innocent and achievements, serves enemies and wreaks havoc on the earth. It called on the educated people and Muslim scholars to double their efforts to enlighten people particularly the youth on the deviating thoughts and deviants aiming to destabilize the Kingdom. The Council commended the leadership's strategy aiming at uprooting terrorism and combating deviation. It also praised security men for aborting the two criminal explosions and for eradicating terrorists. The Council renewed its full support for all measures taken by the government to confront such criminal acts and to uproot terrorism. In a statement to the Saudi Press Agency, the Council's Secretary General Homoud Ibn Abdul Aziz Al-Badr said that the Council approved sending cables of condolences to speakers of parliaments in countries recently struck by the devastating earthquake and the subsequent tsunami in South Eastern Asia. The Muslim World League has condemned the two criminal explosions perpetrated by the deviating group in Riyadh last Wednesday. In a statement issued by the League's Secretary General Dr. Abdullah Ibn Abdul Mohsin Al-Turki, the League praised the efforts exerted by security forces in the Kingdom to combat terrorism, track down its gangs and protect the homeland, citizens and residents from their evil doings. The League called for doubling the efforts to confront extremism and terrorism. Dr. Al Monjy Busnainah, Director General of the Arab League Education, Culture and Science Organization (ALECSO) has condemned the criminal acts that occurred in Riyadh recently. In a letter to Dr. Abdul Salam Al-Farsi, the Minister of Culture and Information, Dr. Al Monjy expressed in the most strongest words his condemnation of this criminal act that targeted the Kingdom's achievements. I also denounce the strange behavior conducted by a deviant group drumming for extremism and violence in our peaceful society, he said. Al Monjy also expressed belief that the Kingdom's authorities are capable of confronting and defeating the deviant group. Makkah Imam Shaikh Abdul Rahman Al-Sudais last Friday condemned deviants who try to destabilize the Kingdom and kill innocent people. At Friday sermon in the Grand Mosque in Makkah, Shaikh Al-Sudais said Saudi Arabia has no place for terrorists and criminals and condemned those who kill innocent people. The Justice Minister Dr. Abdullah Ibn Mohammad Al-Al Sheikh has condemned the explosions which took place in Riyadh last Wednesday. In a press statement Dr. Abdullah said that Islam fights and forbids these acts and has nothing to do with them or the criminal deviants. He noted that these wicked acts enhance the links between the leadership and the people. Rabat-based Islamic, Educational, Scientific, and Cultural Organization (ISESCO) has condemned the criminal explosions which took place in Riyadh last Wednesday night. In statement issued yesterday, ISESCO confirmed its support to the measures that might be taken by the Kingdom of Saudi Arabia for confronting the deviant groups. |
