FIVE ROYAL DECREES ISSUED IN RIYADH:
THE CABINET RESHUFFLE INCLUDE THE CANCELLATION OF TWO MINISTRIES, CHANGINGTHE NAMES OF OTHERS AND THE MERGE OF SOME MINISTRIES TOGETHER.
THE COUNCIL OF MINISTERS IS FORMED OF 27 MINISTERS WITH 8 MINISTERS OUT AND FOUR IN.


In line with the directives of the Custodian of the Two Holy Mosques, King Fahd Ibn Abdul Aziz, and Crown Prince Abdullah Ibn Abdul Aziz, the Deputy Premier and Commander of the National guard, that seek to improve the services extended to citizens in the various sectors through improving the performance of governmental organs, scrutinizing administrative structures of the State's institutions and the system of employees, as well as improving the performance at the governmental bodies and auditing organs, and simplification of procedures of public services and reduction of expenditures of administration and operation, Royal decree number 7/b/6629, dated 7/5/1420 AH, has been issued to form a ministerial committee under the chairmanship of Prince Sultan Ibn Abdul Aziz, the Second Deputy Premier, Defense and Aviation minister and Inspector General, and the membership of a number of princes and ministers.

The ministerial committee has conducted comprehensive studies to accomplish the above-mentioned goals under the follow up of Crown Prince Abdullah Ibn Abdul Aziz, the Deputy Premier and Commander of the National Guard. The committee has reached the following recommendations which have been approved by the King:

First: Public Works and Housing:
1- The termination of the Ministry of Public Works and Housing, and the transfer of its works and activities to the ministry of Municipal and Rural Affairs, and some other concerned governmental organs.

2- The assigning the responsibility of the Public Housing to the Ministry of Labor and Social Affairs, and the assignment of the strategies of housing to the Ministry of Economy and Planning.

3-The Real Estate Fund will continue to perform its mission, and it will be further supported to further enhance its role.

Secondly: Education:
1-Adoption of the new name of the Ministry of Education in both Arabic and English. The Minister of Education will have two deputies, one for boys education, and the other for girls education.

2-The Ministry of Education, to unify the responsibility of public education, will overlook all public education activities, and will therefor take over those in the National Guard, Ministry of Defense and Aviation, and the Royal Commission for Jubail and Yanbu.

3-The Ministry of Education will have two budgets, one for the education of boys and the other for the education of girls.

4-Universities will be granted wider scope of independence to manage their own affairs, and their councils will enjoy giving more authorities to the council of universities, their various councils and directors will enjoy greater authorities.

Third: Culture, Information and Youth:
1- Renaming the Ministry of Information the "Ministry of Culture and Information." The Ministry will have an agency for culture, and the following governmental organs will be shifted to it:

a- King Fahd Cultural Center, currently an affiliate of the General Presidency for Youth Welfare.
b- The Administration of Folklore, currently an affiliate of the General Presidency for Youth Welfare.
c- The Saudi Society for Culture and Arts, currently an affiliate of the General Presidency for Youth Welfare.
d- The General Administration of Cultural Activities, currently an affiliate of the General Presidency for Youth Welfare.
e- The literary clubs, and the General Administration for Literary Clubs, currently an affiliate of the General Presidency for Youth Welfare.
f- The General Administration for Public Libraries, currently an affiliate of the agency of the cultural affairs at the Ministry of Education.
g- The General Administration for Cultural Relations, currently an affiliate of the agency of cultural affairs at the Ministry of Education, with the exception of those concerned with education.
h-'Al-Mujallah Al-Arabia', currently an affiliate of the higher education.


2-Turning the radio and television, and the Saudi Press Agency (SPA) to two Public establishments. Their boards of directors will be chaired by the Minister of Culture and Information.

3-Temination of the supreme council for sciences, arts and literatures, as well as the supreme council for youth, and the supreme information council, because the ends for which they were established have been achieved.

4-annexing the authority of antiquities, currently an affiliate of the Ministry of Education, to the Higher Tourism Commission, which will be responsible of antiquities in addition to tourism.

5-the general presidency for youth welfare will remain responsible for sports activities.

1- The termination of the Ministry of Industry and Electricity.

2- The transfer of the works and activities of the Ministry of Industry and Electricity to the Ministry of Water, which will be named the "Ministry of Water and Electricity," due to close relation between water and electricity, and due to the huge rate of electricity that is produced by desalination stations. Moreover there is a commission for organizing the electricity service, which plays a crucial role in setting up the polices of this field.

3-The transfer of the industrial works and activities from the Ministry of Industry and Electricity to the Ministry of Commerce, and amending its name to become the "Ministry of Commerce and Industry" since there is a strong relation between commerce and industry, and the existence of the Saudi commission for industrial cities and technology regions, which will undertake the greatest role in organizing this activity as regards setting up of policies and organization, as well as supervision and linking the Saudi commission for industrial cities and technology regions with the Minister of Commerce and Industry 4-Due to the close relation between economy and planning, the works and activities of "economy" will be transferred from the Ministry of Finance and National Economy to the Ministry of Planning, which will be renamed the Ministry of Economy and Planning; and the Ministry of Finance and National Economy will be renamed the Ministry of Finance.

Transport:
1- The name of the Ministry of Communications will be changed into the Ministry of "Transport".

2- The Minister of Transport will be the Chairman of the Board of Directors of the Ports Authority; the president of the Ports Authority will be appointed at the Excellent Rank. Sixth-Telecommunications and Information Technology:

1- The name of the Ministry of Posts, Telegrams and Telephones will be changed to the "Ministry of Telecommunications and Information Technology".

2- Tasks of information technology will be assigned to the Telecommunications Commission, the name of which will be changed to "Telecommunications and Information Technology Commission". It will supervise the activities of telecommunications and information technology

The Ministerial Committee for Administrative Organization will undertake setting up all organizational arrangements and what will be required as regards the transfer of organs, employees, properties and other requirements for the implementation of the organizational directives mentioned above; in addition, the committee will continue conducting organizational studies pertaining to other sectors.

The Custodian of the Two Holy Mosques King Fad Ibn Abdul Aziz has issued the following orders:

1- The termination of the Ministry of Public Works and Housing, and the assigning of its responsibilities to the Ministry of Municipal and Rural Affairs and other governmental authorities of similar concerns.
2-The renaming of the Ministry of Education which, in Arabic, used to mean literally the "Ministry of Knowledge."
3- The Ministry of Information will be renamed the "Ministry of Culture and Information," and the transference of some cultural activities from other governmental organs to the Ministry.
4- The termination of the Ministry of Industry and Electricity and transference of the electricity works and activities to the Ministry of Water, which will be renamed the "Ministry of Water and Electricity," and transference of industrial works and activities to the Ministry of Commerce, which will be renamed the "Ministry of Commerce and Industry."

The Custodian of the Two Holy Mosques King Fahd Ibn Abdul Aziz ordered the reshuffling of the cabinet under his premiership as follows:

- Crown Prince and Commander of the National Guard, Abdullah Ibn Abdul Aziz Al Saud, Deputy Premier.

- Prince Sultan Ibn Abdul Aziz Al Saud, Second Deputy Premier, Minister of Defense and Aviation and Inspector General.

The Custodian of the Two Holy Mosques King Fahd Ibn Abdul Aziz has ordered the appointment of Dr. Usamah Ibn Abdul Majeed Shobokshi, as Advisor to the Custodian of the Two Holy Mosques at the rank of minister.

The Custodian of the Two Holy Mosques King Fahd Ibn Abdul Aziz has sent letters of thanks to the members of the Council of Ministers whose terms of membership in the council have ended. They are: Osamah Ibn Jaafar Faqih; Dr. Usamah Ibnn Abdul Majeed Shobokshi; Dr. Abdullah Ibn Abdul Aziz Ibn Mo'ammar; Dr. Nasir Ibn Mohammad Al Salloom; Dr. Abdul Aziz Ibn Ibrahim Al Manea; and Dr. Madani Ibn Abdul Qadir Alaqi.

The King also has sent letters of thanks to Tawfiq Ibn Ibrahim Tawfiq; Dr. Abdul Aziz Ibn Abdullah Ibn Mohammad Al Dakheel and Dr. Ghazi Ibn Obaid Madani on the occasion of the end of their terms of office, wishing them all the best.
