The Custodian of the Two Holy Mosques King Abdullah Ibn Abdulaziz issued a royal decree deputizing Crown Prince Sultan Ibn Abdulaziz in administering the state's affairs.

The King said, 'As I intend to travel outside the Kingdom on Saturday, I deputized Crown Prince Sultan Ibn Abdulaziz to administer the state's affairs and to take care of the people's interests during the period of my absence.'

The Vice Custodian of the Two Holy Mosques, Prince Sultan bin Abdulaziz Al Saud chaired the Cabinet session held at Al-Salam Palace.

At the outset of the session, Prince Sultan wished King Abdullah all the best during his visits to Canada, the United States of America, the Kingdom of Morocco and the Republic of France, praying to Allah Almighty to guide and help him in carrying out the state's affairs and in attending to the people's interests in accordance with the directives of the Custodian of the Two Holy Mosques.

Prince Sultan briefed the Cabinet on the messages and telephone calls that took place during the last week with a number of leaders of brotherly and friendly countries on ways of enhancing bilateral relations as well as regional and international developments. Prince Sultan bin Abdulaziz briefed the Cabinet on the message sent by the Custodian of the Two Holy Mosques to Qatar's Emir Sheikh Hamad bin Khalifa Al Thani as well as the telephone calls the King received from Sudan's President Omar Hassan Al-Bashir, Malaysia's Prime Minister Mohamed Najib bin Abdul Razak and Canada's Prime Minister Stephen Harper. Prince Sultan bin Abdulaziz also briefed the Cabinet on the message he sent to Egypt's Prime Minister Dr. Ahmed Nazif.

In a statement to the Saudi Press Agency (SPA) following the session, the Minister of Social Affairs and Acting Minister of Culture and Information Dr. Yusif bin Ahmad Al-Uthaymin said the Cabinet listened to a number of reports on regional and international developments, praising the adoption of joint work program by EU-GCC Joint Ministerial Council during its meeting in Luxembourg.

Locally, the minister said the cabinet reviewed a number of scientific and cultural activities and economic development in the cities of the Kingdom over the last few days, highlighting Custodian of the Two Holy Mosques' launching of the first Saudi Arabian car under the name 'Ghazal 1' which was designed by King Saud University. The King said it supports the direction of Saudi Arabia to invest in the knowledge economy.

The minister said the cabinet commended the signing of all contracts relating to the project of housing in Jazan as directed by the Custodian of the Two Holy Mosques during his visit to Jazan and executed by King Abdullah bin Abdulaziz Foundation For His Parents for Development Housing. The project includes six thousand residential units, 31 mosques, 35 schools for boys and girls and five health centers in addition to the project's infrastructure facilities of roads, sidewalks, parks, electricity and water services and sanitation.

He added that the cabinet valued the visit Prince Sultan bin Abdulaziz Al Saud paid to King Abdullah Economic City and his confirmation that Custodian of the Two Holy Mosques' launch of the major economy cities in the Kingdom is based on his vision of the future for the cities to be centers of attraction for global investments, keeping local investment at home and activating the private sector's role in the development of a balanced development, which will make a quantum leap in the national economy and provide job opportunities for citizens.

The acting Minister of Culture and Information said the cabinet then continued discussion of its agenda and issued the following decisions:

First:

After review of a report by Crown Prince Sultan bin Abdulaziz, Deputy Premier, Minister of Defense and Aviation and Inspector General, regarding the list of responsibilities and penalties to prevent smoking inside airports, and after consideration of the Shoura Council's resolution No. (30/16) dated 4/5/1431 H., the cabinet decided the following:

First: the Board of Directors of the General Authority of Civil Aviation shall issue regulations to prohibit smoking in all international and domestic airports and their facilities of the Kingdom.

Second: Every violator of the regulations referred to in item (first) of this decision shall be fined two hundred riyals.

Second:

The cabinet authorized the Second Deputy Premier, the Interior Minister-or his deputy-to discuss with the South African side a draft cooperation agreement between Saudi Arabia and the Republic of South Africa in the field of extradition of the accused and convicted, sign it in light of the text attached to the resolution, and then submit the final version for further authentication.

Third:

after review of a report by the Secretary General of the Council of Military Service concerning the amendment of paragraph (2 / a) of item (second) of Article (II) of the Military Orders issued by Royal Decree No. (M / 47) dated 25/8/1407 H. and after consideration of the decision of the Council of Military Service number (39) dated 17/1/1431 H., the cabinet decided to approve the amendment to the aforementioned paragraph to read as follows '2 - carrying out glorious acts during military operations or security operations such as raiding, freeing captives and hostages and fighting terrorism.'

Fourth:

After review of a report by the Secretary General of the Council of Military Service regarding a request to interpret the text of paragraph (h) of item (I) of Article (fifth) of the Military Pension Regulation issued by Royal Decree No. (M / 24) and dated 5 / 4 / 1395 H. and amended by Royal Decree No. (M / 79) dated 21/9/1428 H., the cabinet's view was that the aforementioned subparagraph (1) of paragraph (h) applies to the officers graduating from foreign military university colleges that meet legal terms and conditions and are approved by the military body that sent the graduate officers abroad.

Fifth:

The Cabinet approved the appointment of the following members of the Board of Directors of Social Charity Fund for four years, effective the date of this decision. Their names are:

1 - Osama bin Ali bin Majid Qabbani.

2 - Rashid bin Abdulaziz bin Rashid Al-Hameid.

3 - Abdullah bin Abdullatif Bin Ahmad Alfozan.

4 - Eng. Rashid bin Abdullah bin Ibrahim Almqit.

5 - Abdulwahab bin Mohammed bin Abdulaziz al-Fayez.

Sixth:

The Cabinet approved the appointment of Abdulrahman bin Abdullah bin Abdulaziz Alehizan to the position of Director General of Water in Riyadh (rank 15) at the Ministry of Water and Electricity.

Meanwhile, King Abdullah has sent a cable of condolences to French President Nicolas Sarkozy on the occasion of the floods which have recently hit France.

The King expressed his sympathy with France and offered condolences to the French President and families of victims of the floods as well as the friendly French people.

A similar cable of condolences was sent to the French President by Crown Prince Sultan.

King Abdullah and Crown Prince Sultan also sent cables of condolences to Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah, the Kuwaiti Emir, on the death of Sheikh Bassil Salim Sabah Al-Salim Al-Sabah.

The King and the Crown Prince offered their condolences to the Kuwaiti Emir, and the family of the deceased.

King Abdullah has also sent a cable of condolences to China's President Hu Jintao on the floods that struck China, causing deaths, casualties and missing of people.

In his own name and on behalf of the people and government of the Kingdom of Saudi Arabia, the King expressed deep condolences and sincere sympathy to the President, the families of the victims and China's people.

The Vice Custodian of the Two Holy Mosques Prince Sultan also sent a cable of condolences to President Hu on the floods that struck China, causing deaths, casualties and missing of people.

In his cable, Prince Sultan expressed deep condolences and sincere sympathy to the President, the families of the victims and China's people.

Also, Vice Custodian of the Two Holy Mosques Prince Sultan sent a message to Egyptian Prime Minister Dr. Ahmed Nazif.

The message dealt with ways of enhancing relations between the two countries in all fields.

The message was handed over by Ambassador Ahmed Mohammed Al-Sudairi, the Saudi Embassy's Charge D'affaires to Egypt, during an audience held by Dr. Nazif.

On the other hand, the Saudi Alzheimer’s Disease Association (SADA) announced the choice of Vice Custodian of the Two Holy Mosques Prince Sultan as the Charity Man of the Year.

The choice reflects appreciation for his support for the association and other charity organizations in the kingdom.

In a meeting under the patronage of Prince Sattam bin Abdulaziz, Acting Governor of Riyadh, the association also presented the honorary membership to the Deputy Custodian of the Two Holy Mosques Prince Sultan.

Meanwhile, Saudi 'King of Humanity' Balloon flew over the sky of Moscow within the 13th Russia's Festival and Open International Cup in taking place in Russia along participants from Russia and other European countries bearing the Championship's flag and starting signal according to the choice by the organizing committee in addition to the balloon's carrying of Saudi Arabia's noble message of reaching out to the peoples of the world to serve humanity.

The Balloon participates in Russia's Festival within its international tour through 52 states, after being launched in Riyadh during the activities of the 25th National Festival of Heritage and Culture, Janadriya, when Prince Muteb bin Abdullah bin Abdulaziz, Deputy Chief of the National Guard for Executive Affairs, gave the sign to start the trip around the world.
