The Custodian of the Two Holy Mosques, King Abdullah bin Abdulaziz, who is the President of Military Service Council, presided over the first meeting of the Military Service Council in 1431H.

The meeting was attended by Crown Prince Sultan bin Abdulaziz, Deputy Premier, Minister of Defense and Aviation and Inspector General, Vice-President of Military Service Council; Prince Naif bin Abdulaziz, the Second Deputy Premier, Minister of Interior and Member of Council; Prince Saud Al-Faisal, Minister of Foreign Affairs and Member of Council; Prince Miteb bin Abdullah bin Abdulaziz, Deputy Commander of the National Guard for Executive Affairs and Member of Council, Dr. Ibrahim Al-Assaf, Minister of Finance and Member of Council, and the Secretary General of Council, Lieutenant General Nasser bin Abdulaziz Al-Arfaj.

The Council discussed topics on its agenda, and decided the following:

1 - Amendment to provision (11) of its internal regulation, 2 - Amendment to provision (8) of its act promulgated by the Royal Decree No. (M/45) dated on 4/7/1402 H, 3 - Approval of Military Discipline Bill, 4 - Approval of amendment to item (c) of provision (109) of Officers Service and provision (13) of Personnel Service related to terminating, imprisoning or suspending soldiers. 5 - Approval of amending second sub-item of item (A) of the second provision of Military Orders (Medals) act. 6 - Approval of compensation rules in case of an illegal dismiss of soldiers. 7 - Approval of accompanying a relative of soldiers, abroad, for medical treatment. 8 - Approval of amending item (A) of provision (122) of Officers Service act, to clarify the meaning of (Medical Disability).

At the end of the meeting, emanating from his keenness on military servicemen, the Custodian of the Two Holy Mosques, President of Military Service Council, Supreme Commander of All Armed Forces, directed the Secretariat General of Military Service Council to pay attention to all private affairs related to soldiers and achieve them as soon as possible.

King Abdullah also received at the Royal Court at Al-Yamamah Palace Turkish Foreign Minister Ahmet Davutoglu and the accompanying delegation.

During the audience, The Turkish Foreign Minister conveyed to the King the greetings of Turkey's President Abdullah Gul and Prime Minister Recep Tayyip Erdogan. In turn, the King sent his greetings to the Turkish leadership.

They also reviewed a number of issues of common concern. The audience was attended by Crown Prince Sultan bin Abdulaziz, Deputy Premier, Minister of Defense and Aviation and Inspector General; Prince Miteb bin Abdulaziz; Prince Saud Al-Faisal, the Foreign Minister; Prince Miteb bin Abdullah bin Abdulaziz, Deputy Commander of National Guard for Executive Affairs; and a number of princes.

Meanwhile, King Abdullah chaired the Cabinet session at Al-Yamamah Palace.

At the outset of the session, the Custodian of the Two Holy Mosques briefed the Cabinet on the consultations, contacts and meetings that took place during the past few days with a number of leaders of brotherly and friendly countries and their envoys on the latest developments in the region and the world, including his meetings with the Egyptian President Mohammed Hosni Mubarak, the Chairman of the Executive Committee of the Palestine Liberation Organization Chairman of the Palestinian National Authority President Mahmoud Abbas, and the Sudanese President Omar Hassan Al-Bashir who visited the Kingdom of Saudi Arabia.

The King briefed the Cabinet on the message he received from Yemeni President Ali Abdullah Saleh as well as the meeting with Turkish Foreign Minister Ahmet Davutoglu and Afghanistan's Second Vice-President Abdul Karim Khalili.

In a statement to the Saudi Press Agency (SPA) following the session, the Minister of Culture and Information Dr. Abdulaziz bin Mohieddin Khoja said that the Cabinet reviewed a number of reports on the developments at Arab, Islamic and international arenas, stressing the Kingdom's position on them.

In domestic affairs, Dr. Khoja said that the Cabinet discussed the economic activity of the Kingdom of Saudi Arabia following the issuance of the State Budget for the fiscal year 2010. The budget took into account the needs of national economy and ensured the enhancement of sustainable development in the Kingdom. The Cabinet praised the new developmental programs and projects included in the budget as well as the additional phases of a number of projects previously approved with a cost of more than SR 260 billion.

The Minister of Culture and Information said that the Custodian of the Two Holy Mosques urged once again the princes and ministers to strictly implement the programs and projects included in the budget.

Dr. Khoja also said that the Cabinet reviewed a number of economic, scientific and cultural activities and events held in the Kingdom over the past few days.

The Minister of Culture and Information said the Cabinet discussed a number of issues on its agenda and issued the following decisions:

The Cabinet authorized the Second Deputy Premier and Interior Minister (or his deputy) to discuss with the concerned authorities of other states a draft memorandum of understanding for cooperation in the exchange of financial intelligence on money laundering and terrorist financing; and sign it.

The Cabinet approved a draft model agreement of cooperation in the fields of agriculture, livestock and fisheries between the Government of the Kingdom of Saudi Arabia and other governments. The Ministry of Foreign Affairs shall report to the Cabinet on any State in which the Ministry of Commerce and Industry, the Ministry of Agriculture and the Ministry of Finance recommend invest.

The Cabinet approved a number of controls and procedures as regards granting citizens residential lands in order to facilitate obtaining houses. These controls and procedures include the following:

First: The Ministry of Municipal and Rural Affairs shall do the following:

1- Linking the grant program implemented by the Ministry of Municipal and Rural Affairs with housing programs that ensure obtaining houses by the citizens. 2- Allocating lands to the Public Housing Authority in accordance with royal orders and applicable regulations, so that the Authority undertakes the construction of suitable housing units to be distributed to citizens according to the regulations and procedures established by the Authority.

Second: When allocating lands to the Authority, the Ministry of Municipal and Rural Affairs shall take into account the following:

1- The lands should be part of the adopted government schemes. 2- The lands should be provided with services using the amounts approved in the budget or in accordance with the rules of the municipal properties disposition. 3- Such lands should be distributed in various parts of the city.

The Cabinet approved the formation of the Board of Directors of Makkah Development and Urban Regeneration Company for a period of three years, as follows:

First: Representatives of government bodies:

1- Dr. Osama bin Fadhel Al-Barr, the Mayor of Makkah City, as Chairman. 2- Ibrahim bin Abdullah Al-Aql, the representative of the Ministry of Municipal and Rural Affairs, as Member. 3- Dr. Abdulaziz bin Abdullah Al-Khudairi, the representative of Makkah Region Governorate, as Member. 4- Mohammed bin Abdulrahman Al-Muqaiteeb, the representative of the Ministry of Finance, as Member. 5- Hassan bin Fadhel Aqeel, the representative of the Ministry of Commerce and Industry, as Member. 6- Dr. Farouk bin Mohammed Mufti, the representative of the Makkah and Holy Sites Development Commission, as Member.

Second: Representatives of private sector:

1- Dr. Majdi bin Mohammed Hariri, as Member. 2- Eng. Anas bin Mohammed Sairafi, as Member. 3- Mansour bin Abdullah bin Saeed, as Member. 4- Eng. Saleh bin Salem bin Mahfouz, as Member. 5- Mazen bin Mohammed Batterjee, as Member.

The Cabinet approved the restructuring of the Board of Directors of Jeddah Development and Urban Regeneration Company for a period of three years as of 08/02/1431 AH, as follows:

First: Representatives of government bodies:

1- Eng. Adel bin Mohammed Fakih, the Mayor of Jeddah Governorate, as Chairman. 2- Abdulrahman bin Mohammed Al-Dahmash, the representative of the Ministry of Municipal and Rural Affairs, as Member. 3- Dr. Sami bin Yassin Barhameen, the representative of the Makkah Region Governorate, as Member. 4- Abdulaziz bin Saad Al-Ghamdi, the representative of the Ministry of Finance, as Member. 5- Hassan bin Fadhel Aqeel, the representative of the Ministry of Commerce and Industry as Member. 6- Dr. Riad bin Kamal Najem, the representative of the Ministry of Culture and Information, as Member.

Second: Representatives of private sector:

The Cabinet appointed Bakry bin Saleh bin Abu Bakr Shatta and Dr. Abdulrahman bin Abdullah Al-Zamil as members of the Board of Directors of the National Housing Authority for a period of three years.

The Cabinet approved a number of appointments in the fourteenth rank as follows:

1- Mohammed bin Abdulrahman bin Mohammed bin Zaid as Adviser for Security Affairs at the Ministry of Interior. 2- Abdulmohsen bin Abdulaziz bin Mohammed Al Al-Sheikh as Assistant Undersecretary for Printing and Translation at the Ministry of Islamic Affairs, Endowments, Call and Guidance. 3- Yahya bin Ahmed bin Aidha Al-Zahrani as Assistant Undersecretary for Welfare Affairs at the Ministry of Social Affairs. 4- Dr. Abdulaziz bin Saleh bin Abdullah Al-Aqeel as Assistant Undersecretary for Internal Information at the Ministry of Culture and Information.

On the other hand, Crown Prince Sultan bin Abdulaziz, Deputy Premier, Minister of Defense and Aviation and Inspector General, received Speaker of the Kuwaiti Parliament Jasim Alkhorafi accompanied by a number of members of Kuwaiti Parliament.

The Kuwaiti delegation congratulated the Crown Prince on his safe return to the kingdom.

Alkhorafi conveyed best wishes of the Emir of Kuwait Sheikh Sabah Alahmad Aljabir Alsabah to the people of the Kingdom of Saudi Arabia led by Custodian of the Two Holy Mosques King Abdullah bin Abdulaziz Al Saud.

The Crown Prince expressed thanks to all for the visit and for their sincere feelings.

Prince Naif bin Abdulaziz, the Second Deputy Premier and Minister of Interior, who is also President of Prisons Supreme Council received Minister of Social Affairs and Chairman of National Committee for Care of Prisoners, the Released Persons and their Families, Dr. Yosef bin Ahmed Al-Othaimeen and his deputy, Major General Dr. Ali bin Hussein Harthy, the Director General of Prisons and members of the Committee.

At the outset of the reception, they congratulated Prince Naif on the safe return home and recovery of the Crown Prince.

Prince Naif appreciated the Committee for its efforts, urging it to exert utmost efforts to take care of this class of people.

Governor of Riyadh Region Prince Salman bin Abdulaziz received in Riyadh on Monday Governor of Technical and Vocational Training Corporation (TVTC) Dr. Ali Al-Ghifeis accompanied by a number of senior officials, who greeted him on the occasion of his return to the country and the safety of Crown Prince Sultan bin Abdul-Aziz, the Deputy Premier, Defense and Aviation Minister and Inspector General.

Prince Salman reviewed with Dr. Al-Ghifeis issues of mutual interest.

Prince Salman also received Prince Abdulrahman Abdullah bin Faisal Al Farah Al Saud, the Governor of AL Majmah Governorate, accompanied with former and current members of Municipal Councils.

During the meeting, they discussed a number of issues of concern to AL Majmah.

Prince Salman also received Dr. Mefleh Rubaian Al Qahtani, President of the Saudi Human Rights Commission (HRC) accompanied by members of the Commission.

During the reception, they discussed a number of topics pertaining to HRC affairs.

In Makkah, on behalf of the Custodian of the Two Holy Mosques, King Abdullah bin Abdulaziz Al Saud, Prince Khalid Al-Faisal bin Abdulaziz, the Governor of Makkah Region washed with rose water the Holy Kaaba at the Grand Mosque in Makkah.

Upon arrival at the Mosque, the Prince was received by President-General for the Grand Mosque and Prophet's Mosque Affairs Sheikh Saleh bin Abdulrahman Al-Hussein and Vice-President for the Grand Mosque Affairs Sheikh Dr. Mohammed bin Nasser Al-Khuzaim.

The washing ceremony was attended by Sudan's President Omar Hassan Al-Bashir; the Secretary General of Organization of Islamic Conference Dr. Ekmeleddin Ihsanoglu; Minister of Hajj Dr. Fouad bin Abdulsalam Al-Farsi; ministers; scholars; members of the Islamic diplomatic corps accredited to the Kingdom of Saudi Arabia; and a group of citizens.

Under the patronage of Crown Prince Sultan bin Abdulaziz Al Saud, Deputy Premier, Minister of Defense and Aviation and Inspector General, Prince Abdulaziz bin Majed bin Abdulaziz, the Governor of Madinah Region opened on Sunday evening the 3rd Endowments World Conference organized by The Islamic University in Madinah, in cooperation with the Ministry of Islamic Affairs, Endowments, Call and Guidance.

In an inaugural speech, Prince Abdulaziz bin Majed stressed the keenness of the government in the service of endowments in accordance with the Islamic approach.

In another speech, the Minister of Islamic Affairs, Endowments, Call and Guidance Sheikh Saleh bin Abdulaziz Al Al-Sheikh expressed his thanks to the Custodian of the Two Holy Mosques King Abdullah bin Abdulaziz Al Saud, for approving the convention of the Conference and supporting it and to the Crown Prince for patronizing the Conference and his keenness on supporting all Islamic actions pertaining to the progress of the Islamic nations.
